How are promotions determined in the Navy enlisted?

Is it test – service wide examination – and points for ribbons/medals, is their a physical component similar to the army

In order to be promoted you have to be marked as eligible to advance by your command.
E-1 to E2 and E-2 to E-3 are basically automatic
Promotions up to E-6 are based on service wide advancement exams that are given twice a year. The points from awards, metals and several other things go in to creating your multiple. if your multiple is above the cutoff you get promoted.
There is no separate physical component, however if you do not meet the physical readiness test requirements then you would not be marked eligible to advance.
