Would Tribe-infecting virus’s effect work while king dragun is on the field?

As long as this card remains face-up on the field, your opponent cannot target Dragon-Type monsters for the effect of a Spell, Trap, or Monster Card. Once per turn, you can Special Summon 1 Dragon-Type monster from your hand to your side of the field.

Tribe-infecting virus’s effect would work because king Dragun says “your opponent cannot target Dragon-Type monsters for the effect of a Spell, Trap, or Monster Card” It says TARGET. Tribe infectying virus does not target, so yes his affect would work
