Is the easement a part of the lot size? Or it is treated separately?

I know a property that has a lot size of 13000 sqft but it also has an easement. Is the easement included in the 13000 sqft? Meaning the actual usable land is smaller?

In my area, it is included in the actual usable land/lot size. You still own it, it is part of the lot, but someone has access to your land.
