What does “Reel around the fountain” mean?

I often play the song “Reel around the fountain” by The Smiths. It has lots of not very subtle lewd references, but I’d like to know if the actual phrase “Reel around the fountain” has a double meaning. I Googled it and one guy claims that it is lifted from a poem:

“Reel Around the Fountain” is the lead-off track on the Smiths’ landmark debut album. Based on a simple repetitive guitar figure that becomes peculiarly hypnotic over the course of the song, “Reel Around The Fountain” was fleshed out with additional piano and organ by keyboardist Paul Carrack. The BBC Version of this song was pressed and due to be released as a single in the autumn of 1983, but was aborted because the tabloid The Sun accused Morrissey of condoning paedophilia. The song lifts a few lines from the film ‘A Taste of Honey’ by Shelagh Delaney.
