Pigment Colorant

What are the risks of using a non eye-safe pigment on my eyelids?
Specifically I’m referring to Fyrinnae’s hot-tempered colors such as ‘Sarcasm’. The info says:
Our Hot-Tempered Colours are multi-use and can be applied on lips (alone or mixed into gloss), painted on the face, used on nails, etc, but are not eye safe. Brights this intense and UV-reactive colorants are not safe for use on the eyes, and are prohibited by the FDA to be sold for that purpose. The dyes that we used in these are approved for use everywhere else, though. Extremely bright & vibrant on any skintone, and created to be blendable and not chalky.
Contains: Sericite Mica, silica. May contain: FD&C Aluminum Lakes, FD&C Colors, Polyester-3, Titanium Dioxide.
But I’ve heard of people using them anyway, just as long as they’re not being exposed to any harsh element such as bright sunlight. What are the risks and should I just stray away from this idea?
it is like dying your eyebrows at home with regular hair dye -the packaging says not to, but you do it anyhow risking the fact that if you get it in your eyes you could go blind.
