Would it be that hard for me to make a laundry basket liner like this?

I don’t think it would be difficult to make yourself and I doubt if you’ll find a pattern and if you did patterns are quite expensive. Make a pattern from newspaper.
Just measure the height and the circumference of the basket,
top and bottom as it’s tapered – draw a line from the narrowest part to the widest.
Add a couple of inches to each for seams and hems., also allow for draw string part at the top.
Stand the basket on a large sheet of paper and draw round the bottom to get a pattern for the bottom, again allow for seam round the edge.
Take these measurements to the shop and they’ll work out how much material you’ll need.
When you’ve cut the pieces to size, fit them to the outside of the basket with pins, (make sure the patterned side of the material is away from you )then tack them together then sew up.
Turn it inside out so that the seams don’t show when you open the basket. Stand back and admire.
