will a birds feather which is ugly become beautiful again?

like those birds in pet stores with those scruffy feathers, will it turn back to normal if taken care of properly or will it just stay that way?

The only feathers that will respond immediately would be dirty feathers after a bath. The scruffy looking feathers would have to wait until the next molt when they would be replaced by new feathers. Good food and frequent baths will work wonders. Eventually you will have a lovely bird but it could take 6 months to a year. Maybe less time if the molt is close.
