Can I download Photoshop for free or a programme similar?

I want photoshop because it allows you to delete the background of an image and put another background there and feather around the edges is there another progamme that will allow me to do this?

I highly recommend the GIMP program. I’ve used it for over a year now. It is probably the best free alternative to Photoshop that there is.
