Does grosgrain ribbon stretch?

Ok, I have a craft project that calls for grosgrain ribbon, elastic, and bells to make a holiday dog/cat collar. My question is, does grosgrain ribbon stretch with the ribbon to get it over the pet’s head?

No it doesn’t. I haven’t found any that does anyway. sorry. Maybe a clip or something could be added.
