How do you get the bright blue-green kind of negative effect in photos?

I’ve been trying to edit this picture to give it the bright blue and green and yellow kind of effect,t which is not exactly negative but looks a lot like it. What do you call that effect, how do you get it, and which photo editing program do I use for it?

I’m guessing that tou are after the effect caused by developing positive (slide) film in negative chemistry. Try adding a green overlay and experimenting with it’s intensity.
