Why do i get the red and blue dots on my monitor?

my LCD monitor is only about 2 years old, but around the time i got it i got red dots appearing around images. this went away after a reboot so i didn’t think much of it. now there back and its been about a week now. what could be the problem and do i need to look into buying a new monitor?
