Is birch bark safe for eating?

I am concerned about a relative of mine who likes to eat birch tree bark. She will cut small twigs from the tree and sit and eat the bark off the twigs. I just want to know if it safe for consumption in raw form like that, for she wont listen to my suggestions about not eating it.
