What kind of adhesive should I use for this project?

For a cosplay I am making a certain type of shoe. The base/sole is an ordinary rubber flip flop (the 2.50 Target ones, but I’ve cut out the thong part) and I want to attach a satin ribbon onto it. I’ve tried Gorilla Glue (did not stick since it wasn’t a rough surface), regular glue isn’t strong enough, and I have a feeling staples will fall out.

If the glue will not be seen use Shoe Goo, which you can find in the shoe dept at Wal-Mart. If the glue might show use E-600. You can fine it at Hobby Lobby and you might look in the Craft or Hardware dept at Wal-Mart. Good luck with your project.
