Adhesive Sealant

I am tyring to bond gum rubber to pvc pipe what type of glue, solvent cement can do this?

I am trying to glue a sleeve of gum rubber to a pvc bushing. The seal will be strengthened by using wire to cinch the rubber tight to the pvc pipe but I am looking for something that can produce a good seal between the two materials on its own with the wire as backup. The joint between the rubber and pvc will be under low pressure. What type of glue, cement, solvent or any type of adhesive/sealant will bond these two types of materials?
